Dr. Rai’s professional background has centered on working with special districts, county offices of governments, county offices of education as well as many small to large cities and county governance structures. Within that realm, she has assisted in identifying, addressing and guiding the development of efficiency processes, workforce enhancement procedures and evaluation and assessment of decision-making and performance delivery structures and systems.
Dr. Rai’s specialization in training and development further allowed her to assist private, public and non-profit enterprises in accessing funds through state-funded programs, such as the Employment Training Panel (ETP), and to serve as Project Lead and State Liaison between the state and training fund recipients. In that capacity, Dr. Rai was also chosen by the Panel to serve on a state-wide committee to upgrade skill assessment standards and to develop a national model for evaluating and measuring the skill attainment for incumbent workers. She continues to consult with organizations seeking audits of staff capacity, organizational performance and strategic forecasting.
