Michelle Garbato, SPHR brings over a decade of progressive experience in public sector human resources at the state and local levels. A consultant and change agent, she has extensive experience partnering with clients and creating and implementing innovative solutions to attract and retain highly qualified employees. Michelle has her Master’s degree in Industrial Organizational Psychology and holds many related certifications in the areas of classification and compensation, recruitment and selection, workforce and succession planning, and labor relations. She has served on the board of the Southern California Public Management Association-Human Resources and the Personnel Testing Council of Northern California.
