City of Berkeley has selected Henry Bankhead to assume the role of Deputy Director of Library Services. Mr. Bankhead comes to the City previously serving as the Assistant Library and Recreation Director for San Rafael Library and Recreation Department. Mr. Bankhead has served in public libraries for almost 20 years. He will begin in his role on January 16.

Santa Clara Valley Transportation Authority has selected Sonya Morrison to assume the role of Chief People Officer. Ms. Morrison comes to the County previously serving as the Human Resources Director for City of Burlingame. She will begin in her role on August 29.

Cow Palace Arena and Event Center has selected Allison Keaney to assume the role of Chief Executive Officer. Ms. Keaney comes to the Agency previously serving as the Chief Executive Officer for Cloverdale Citrus Fair. She will begin in her role on August 1.

Melissa Hodnett

City of Bozeman has selected Melissa Hodnett to assume the role of Finance Director. Ms. Hodnett comes to the City previously serving as the Assistant Finance Director for City of Bend. She will begin in her role on August 18.

Janis Picket-Lacy

Alameda-Contra Costa Transit District has selected Janis Picket-Lacy to assume the role of Director of Human Resources. Ms. Picket-Lacy comes to the District previously serving as the HR Business Leader for Kaiser Permanente. She will begin in her role immediately.

Ted Wolff

City of Apache Junction has selected Ted Wolff to assume the role of Public Works Director. Mr. Wolff comes to the City previously serving as the Street Superintendent for City of Phoenix. Mr. Wolff developed and oversaw the majority of a $21 million annual budget.

Kevin McCoy

City of Farmers Branch has selected Kevin McCoy to assume the role of Police Chief. Mr. McCoy comes to the City previously serving as the Assistant Chief of Police for the City of Carrollton. Mr. McCoy has over twenty-nine years of progressively responsible law enforcement experience including twelve years at the command and senior executive level. He will begin in his role on March 6.

Tim Taylor

Sacramento County Employees' Retirement System has selected Tim Taylor to assume the role of Chief Technology Officer. Mr. Taylor previously served as the Chief Technology Innovation Officer for the system. Mr. Taylor has an established background in leading multi-disciplinary teams to work collaboratively with customers, understand existing and anticipate future needs, assess technical capabilities, perform strategic planning, solve business problems, and digitally transform workplaces.

City of San Jose

Tom Westphal

The City of San Jose, CA has selected Tom Westphal to assume the role of Deputy Director of Policy, Planning, and Strategic Support. Mr. Westphal comes to the city previously serving as the Deputy County Counsel for San Mateo County Attorney’s Office. Mr. Westphal has extensive experience as a California attorney, policy professional, and U.S. Army Officer with fourteen years of proven public sector. He will begin his role on August 6.

Mayor’s Fund for Las Vegas LIFE has selected Sallie Doebler to assume the role of Chief Executive Officer. Ms. Doebler comes to the Mayor’s Fund for Las Vegas LIFE previously serving as the Vice President of Corporate Partnerships for the Vegas Chamber. Ms. Doebler has formulated and executed a strategic vision for identifying, pursuing, and growing major strategic partnerships and elevating member relationships involving all aspects of the Southern Nevada community and brings extensive management experience.

Scott Conn

The City of Mesa has selected Scott Conn to assume the role of Chief Information Officer. Mr. Conn comes to the County previously serving as the Chief Information Officer for the City of Modesto. Mr. Conn's previous department was recently recognized in 2023 as one of the Top 100 IT Teams in the USA. He brings over 30 years of management experience and will begin in his role on December 8.
